New Contract Awarded in Ohio

ENSA Group, LLC was awarded the contract for the operation and maintenance of a new J.A. Redding Company mechanical sampling system at the Stuart Station, and one at the Killen Station for The Dayton Power and Light Company. Both stations are located on the Ohio River. ENSA is a partnership that specializes in providing sampling, laboratory, weighing and online analysis services to coal burning utilities. ENSA will implement its mechanical sampling experience in the operations and maintenance programs at those sites, and provide other support services as needed. These services compliment the maintenance support programs and sampling system auditing services ENSA has long provided throughout the U.S. coal burning utilities.

New Contract Awarded & Project Completed in Colombia

Incolab Services Colombia, one of SAI’s joint ventures in South America, was awarded a long-term contract to operate and maintain three mechanical sampling systems. Additionally, Incolab is to operate an on-site laboratory at Prodeco’s new Calenturitas mine and loading patio (terminal). In addition to this contract, SAI is providing Prodeco with technical expertise on a variety of quality control projects. SAI recently completed an upgrade of the mechanical sampling system at their export terminal. Through SAI’s partner, Standard Laboratories Inc., a CoalScan elemental analyzer was installed at the conveyor feeding Prodeco’s new Kanawha Scales and System’s batch-weigh loadout at the mine.

New Sampling Systems Installed at Kinder Morgan

SAI is pleased to announce that two new mechanical sampling systems from Precision Samplers, Inc. of South Charleston, West Virginia have been installed and are in operation at the Kinder Morgan Pier IX Terminal in the Port of Hampton Roads in Newport News, Virginia. The sampling systems are a result of close cooperation between Kinder Morgan and SAI, to which SAI wishes to express its thanks to Kinder Morgan for allowing us to materially participate in the design of these systems. The result is modern equipment with an enhanced design that maximizes access for maintenance, and provides a safe user-friendliness for the operator.

ANNOUNCEMENT

Sampling Associates International, LLC is proud to announce that Paul M. Reagan, President of SAI, has received the American Society of Testing and Materials (ASTM) prestigious R.A. Glenn Award. The award was presented during the October meeting for Committee D05 on Coal and Coke, which was held at ASTM headquarters in West Conshohocken, PA.
The R.A Glenn Award is the highest award that can be received from Committee D05 and recognizes “individuals who have made outstanding contributions in the development of ASTM standards relating to coal and coke.” Paul has been an active ASTM member since 1985 and has made a wide variety of contributions while serving on Subcommittees and Task Groups related to coal sampling, and he has been a frequent presenter at ASTM seminars.
This award, however, is based on his particular contributions to the development of standards governing the mechanical sampling of coal. He has been chairman of the Task Group on Mechanical Sampling for the last 6 years and his leadership led to the publication earlier this year of the new standard D-7430 on The Mechanical Sampling of Coal.
Paul is also the Secretary for Subcommittee D05.27 which is the Technical Advisory Group to the American National Standards Institute (ANSI) that represents the United States on ISO Technical Committee 27 on Solid Mineral Fuels. Paul is one of the sampling experts on the US delegation to the ISO (International Standards Organization) and is currently serving as the Convener of the Working Group which is conducting the revision of ISO Standard 13909 on the Mechanical Sampling of Coal and Coke. Paul also leads the fund raising efforts that ensure the US has the strongest possible delegation at the biannual meetings.
Paul is a well known advocate of mechanical sampling that has written numerous technical articles on the subject and been a frequent speaker at industry conferences. This award is a well deserved recognition of the work ethic and enthusiasm that have placed him at the forefront of ASTM’s efforts both in the US and abroad.

Partnership
SAI Gulf, LLC
On November 1, 2006, SAI Gulf, LLC finalized an agreement to have the A.J. Edmond Company of Long Beach, California, join the group as the third partner along with SAI and Sabine Surveyors. The A.J. Edmond Company is a leading provider of testing services in the US and international petroleum coke industry and has special expertise in the production of calcined petroleum coke, graphite and carbon electrodes.
This new partnership will make SAI Gulf, LLC the leading tester of petroleum coke in the world. The combined operations will have mechanical sampling operations at coal and petroleum coke terminals and power plants in Alabama, Mississippi, Louisiana and Texas with full service laboratories near New Orleans, Louisiana and Houston, Texas.

New Sampling System
Norfolk Southern Wheelersburg Terminal
SAI has recently completed the installation of a new mechanical sampling system for the train and barge load out at the Norfolk Southern Terminal in Wheelersburg, Ohio. The system is state of the art and manufactured by Precision Samplers, Inc. of Charleston, WV.
SAI will own, operate, maintain and bias test the sampling system for the NS customers using the terminal.

Contract Awarded
Petrozuata
SAI Partner Incolab Services Venezuela, C. A. was awarded the contract to sample petroleum coke and sulfur at the Petrozuata Terminal operated by KTSC (Koch) in the Jose Industrial Complex in the East of Venezuela. This contract covers the operation of two JB Long mechanical sampling systems.
KTSC transships the products from three of the Orinoco heavy crude “Upgraders” – Petrozuata, Cerro Negro and Ameriven – which together comprise a significant portion of the petroleum coke produced in Venezuela. Operations began on July 1, 2006.

New US Operation
Kinder Morgan Shipyard River Terminal – Charleston, South Carolina
SAI has opened its latest US operation at the Kinder Morgan Shipyard River Terminal in Charleston, SC. Kinder Morgan has entered into a long term contract with the Drummond Company to provide terminal services at Shipyard River for the importation of Drummond’s Colombian coal to the US electric utility business.
As part of the conversion of the terminal to imports, Kinder Morgan has added a state of the art vessel unloading system and Kanawha Scales batch weigh load out system for unit trains. SAI will operate and maintain the new J.A. Redding mechanical sampling system and its partner Hampton Roads Testing will operate an on site laboratory.
